In order to accelerate the structural adjustment of the copper industry, establish a unified, open and competitive market system, standardize the production and operation order of enterprises, and promote the sustained, healthy and coordinated development of the industry, based on the relevant industrial policies and plans, the Conditions for Entry of the Copper Industry (2006) was revised to the Normative Conditions for the Copper Smelting Industry in 2014. The Normative Conditions apply to copper smelting enterprises utilizing copper concentrates and copper-containing secondary resources as raw materials.
In June 2014 the Ministry of Environmental Protection unified the pollutant emission standards for recycled copper, recycled aluminum, recycled lead, and recycled lead to form the Pollutant Emission Standards for the Recycled Nonferrous Metals Industry, which is open for comments. The standard provides for water pollution and air pollutant discharge, testing and monitoring requirements for recycled copper industrial enterprises, as well as the implementation and supervision of the standard and other relevant regulations.
